You can see him at the Ski Hill...
...and the beach.
The Dubstep Puffle appears every 10 minutes (3:00, 3:10, 3:20, 3:30, etc).
Also when he arrives, the Club Penguin dubstep song starts playing, haha! Have you seen the Dubstep
